"Certificate of Appointment reposing special trust and confidence in the Honorable George W. Romney by the athority invested in me pursuant of the sea service, I do hereby appoint an honorary commander in the United States Navel Recruiting Service for the Great State of Michigan. Done in the city of Washington, District of Columbia, 7th day of July, 1965 ad. Benedict F. Semmes, Jr., Vice Admiral, United States Navy, Cheif of Naval Personnel.
