Photograph of four men posing outside with a copy of the Traverse City Record Eagle with the headline "U. S. Declares War on Kaiser." They were probably part of the A. Tracy Lay Naval Reserve Unit. The photo was taken in Elk Rapids next to the Power House, probably at a reunion of the group. Two of the four men are identified. The on the left is Fred Smith and the one on the far right is identified as Dave C.
