There's trouble la Hungary, now, >lps I
There's trouble on every haad ; , • "
For that terrible nun.
The Tartar Khan,

You msy well suppose.

And what do his eyes behold f
A thousand csttle in fold and field.
And shesp all over the plain.
And noble steeds
Of rarest breeds ;
And beautiful crops of grain.
But finer still is the hoarded wealth
That his ravished eyea behold.
In allver plate
Of wondrous weight.
And jewels of pearl aad gold !
A nobleman owns this fine estate.
And when the robber be sets,
Tls not very queer
He quakes with fesr,
»
And trembles a bit in bis knees !
He quskes in fesr of his precious-life.
And svarce suppresses a groan,

* Whatever you see
Be pleased to reckon your own !"
The Khan looked round in a leasurely way.
As one who is puzsled to choose ;
When cocking his ear.
He chanced to hear
Tbe creak of feminine shoes 1
The Tartar smiled a villainous smile.
When, like a lily in bloom,
A lady fair,
Wiih golden hair,
Came gliding into the room !
The robber stared with enormous *ye» ;
Was ever so winning s face I
And look he gazed.
As one amazed,
Tb see sutjji beauty and grace !
A moment more, and tbe lawless man
Had seized his struggling prey,
Without remorse,
And. taking borse,
He bore the lady away !
"Now. Heaven be praised

condition and itatut of tbe lale rebel States, according
to tbe expressed opinions of " those great public jurists
whose weighty maxima are the impartial rescripts to tbe
international code," and according to tbe solemn adjadieations of our own Supreme Court, which has •' expressly afflmed that aH within the boslile territory " are
public enemies and liable to bo treated as such.'
Tbe language and logic of this part of the argument
were alike faultless and irresistible. Having applied to
tbe rebellious States the test of public law, and tbe derision of our Supreme Court, he summed up this portioo of his argument by saying tbat " u p to the time
military power was broken by tbe universal surrender of
their armies, and tbe universal trailing of their unhonored flag, tbe States were hostile States, and the citizens
public enemies," with belligerent rights and belligerent rights only, entitled to claim no benefits from the
laws or constitution, whether that constitution be colled
a compact, a treaty, or a covenant, or whether the parties to it were Sta{ee in their sovereign capacity, or the
people of tbe United Stales as individuals. And 6ince
the surrender, tbe legal relation both of the States and
individuals has been that of vanquished enemies, with
their lives, property and political system absolutely at
the mercy of tbe conqueror."
a TRIBUTE.

Then be paid a glowing tribute to Mr. Shellabarger,
of Ohio, whose speech I alluded to in a former letter, by
saying that he intended *• to apply to the insurgent eleven the touch-stone of tbe constitution," for the purpose
of showing that under tbat instrument a State " has no
right*nod can exercise no power, which discbarges no
datv and spams every obligation." " But," he continued, " tliis proposition has been so obly discussed by the
gentleman from Ohio, that I am willing to leave tho
dogma, that organised rebellions are States, just where
he left, it, sprawling and writhing under tbe blows of
such a battle-axe as Cceur de Lion dropped on the bead
