The expectation was general today
that Santiago would be

The main source of apprehension was

in a considerable degree, in evacuating

only be found a mere empty husk with
nothing more than a de$perate rear

under date of Sunday that the Span­
iards had evacuated a small town on
the west side of the bay. one of the

red to the departure of a body of Spanbb troops from Santiago toward

Of course these facts are not condurive that the town has been evac-

uated by the Spanish army, but the
fact canndl be ctincealed that there is
apprehension prevailing.
General Miles, who asrived yester­
day at Siboney on the Yale^made the
following report to Secrcttry Alger
today. "Arrived at noon and had a
consultation with Admiral Sampson
and with General Shafter by telephoi^.

General Shafer was at.the front dur­

reply of the Spaniards. They had ex­
pected that the enemy would return a
hot fire, and failure to do so seemed to
confirm the growing belief of the!
American officers that General Toral
had withdrawn with ahe greater part
of his garrison.
It is said by soldiers and line officers
that whole regiments in the forward
trenches have agr^l to rush u}>on the
Spanish'lines at the first opportunity,
either with or without orders. A great
part of the results accomplished thus'
far in.the operations before Santiago
