in regard to the surrender. General

rsubmission tomorrow was merely for­
mal. Commissioners to arrange the

men General Lawton, and Lieutenant
Miley, on the part of the United
States. Points were immediately raised

sight. My commissioners think that
matters will be settled today and
met at 9:30 o’clock this forenoon.
There are about 12.000 troops in the

absolute and complete as possible. It

Madrid, July 15—Martial law has
been proclaimed throughout the king­
dom of Spain. A decree has been pub­
lished suspending in every province
throughout the nation the rights of in­
individuals as guaranteed by the con­
stitution.
The publication of the decree is gen­
erally accepted as being proof that
Spain is now ready to sue for peace and
that negotiations are actually in prog­
ress.
The government wishes to have full
power to suppress any eridences of
discontent or rebellion whenever it
may appear. The Carlists are furious
and are sure to attempt trouble.
One of the ministers has expressed
thtfconviciion that official overtures
for peace will be made before Sunday,
and there are reasons to believe France
has offered her serv ices^ to Spain, and
that Spain has drawn up conditions for
peace which she offciwas the basis for
negotiation.

Sagasta is quoted as saying that
Spain wants peace, but that “it must be
honorable peace, as Spain deserves.”

New York. July 15.—The Sun’s Lon­
don correspondent says Madrid advices
indicate that the government has suc­
ceeded in convincing General Blanco
of the uselessness of continuing the war.
It is stated in ministerial circles that
France has offered herservices ia bring­
ing about peace.
The Epoca sees the certainty of a re­
bellion of the Carlists and advises the
government to occupy the northern
provinces with troops at once.
Premier Sagasta declares that Spain
cannc^accept the proposals which the
Ameri^n newspapers ascribe to Presi­
dent McKinley,

The Journal says the report of San­
tiago’s capitulation reached the English
house of commons at 11 o’clock last
night.
The view generally taken by British
statesmen is that this means that the
end of the Amcrican-Spanish war is in
sight. The British foreign office has
no knowledge yet of peace negotiations,
however.
The government there apparently
has reason to expect that such negoti­
ations will be opened through the
French ambassador at Washington.

The chief surgeon gives every assur­
ance that none of the Michigan men
are likely to die.
Most of the men received their in­
juries in the Aguadores baftle. Private
Surk lost his right arm. Amos John-son had a gunshot in his left leg. Fred
W. Warren had his left arm perforated
by a bullet Malarial fe%*er, sunstroke
and measles each claim victims. The
rest are suffering from minor gunshot
woiihds. Many are-suffering more from
the effect of the rough voyage
from Siboney than from their injuries
Several of the worst cases of Michi­
gan’s wounded were left at Siboney to
awAil the hospiul ship Relief. Among
them is Private Curtis of the Thirtythird, whose right thigh was amputa­
ted.
