Watson's Sqnadron Still Preparing For Advance On
the Spanish Coast

Washington, August 8.—tSpccial.) — The reply of the
Spanish government to the peace conditions laid down by the
United States was received by the French ambassador this
forenoon. The president later received an indirect intima­
tion that the reply was at hand, but no arrangement was
made for a conference.

^vernment accepts the United States conditions and refer­
endum, believing that it is not authorized to cede territory
without the vote of the cones. If President McKinley objects
the cones will be convoked this morning, A fresh note from
President McKinley replying to Spain’s reply is expected
during the week.”
The Liberal expresses the opininion that “cenain passa­
ges in Spain's reply may lead to an exchange of caWe messa­
ges of a critical nature, possibly creating fresh di(¥iculties.
