Washington, July 7.—(Special.)—At the conferences to
day no determination- to rush the attack on Santiago was
reached. The admiaUtration has ne desire to precipiute
affairs there at a costly sacrifice of lives or ships.
It is confidently believed that General Linares will sur
render when he sees the American army being reinforced by
20,000 men. If the Spaniards persist needlessly in sacrificing
the lives of their own men and ours, all the strength of the
army and navy will be hurled against them. The question ol
directing General Miles to take command of the Porto Rico
expedition has not been brought up.
GENERAL MILES OFF FOR SANTUGOWashington. July 7.—(Special.)—Genera! Miles ^od
staff left here at 10:45 o'clock tonight on a special train over
the Southern Railway, going to Charleston. S. C., where

cially advised on good authority that Spain will ask for peace
next week. The statement comes direct from a United
