Washington. July 14.—(Special.)—
- Adjutant General Corbin announced
. that Santiago had surrender<id. soon
after General Shafter’s dispatch was
received this afternoon, showing that
Wjc Spaniards had agreed to our terms.
Only the details now remain to be ad­
justed. The dispatch was as follows:
•’Adjutant General. Washington.—1
have just returned from an interview
with General Toral. He agrees to sur­
render upon the basis of being return­
ed to Spain. The proposition embraces
all of eastern Cuba from Ajcerraderos
on the south to Sagua La Grande^ on
the north, via Paiuia, with pratically
the fourth army corps. The commiss­
ioners meet this afternoon at 5:30 to
definitely arrange the terms.

Federal censor at New York. Mr.
' Grant Squires, stated at three o'clock
today that the official announcement
might be made that the surrender of
Santiago had been verified, and that at
exactly 3 o’clock the city was formally
turned over to us.

Washington. July 14,—^Special.)—The
• war department has received the fol­
lowing dispatch from General Miles,
written apparently before the final sur­
render of ^ntiago, at three o'clock.
“Playa del Este. July 14—Secreury
■ of War, Washington—Before Santiago
—General Toral formally surrendered
to Shafter’s army, also the troops
and divisions of Santiago, on the terms
and understanding that the troops shall
be returned to Spain. General Shafter
will appoint commissioners to draw up
the conditions of the arrangement, car­
rying out the terms of surrender: This
is very gratifying and General Shafter
and his officers and the men of his
command are entitled to great credit
for their sincerity ancl^ fcfttitude, over­
coming the almost' insuperable obsta­
cles which they encountered.

tion of the army has been infected with
yeHow fever and efforts will be made
to separate those who are infected and
those who are free from it, and keep
those who are on board the ships sepa­
rated from those on shore.
Arrange­
ments will be immediately made for
carrying out further instructions of the
president and yourself.

tion of Santiago will not be taken back
to Spain in American vessels unless
there is an official pledge for the safety
of our craft and crews. Secretary Alger

doubted if Spain wanted the prisoners
brought back there, and said that if
transported in our vessels and without
some agreement with the Spanish, the
representatives of Spain would not refr^ from seizing them. This is a very

Shafter that his plans are approved so
far as they have been known and are
the result of orders, including the ship­
ment of the Spanish troops to Spain,
but does not include Holguin and Man­

to have considerable bodies of soldiers,
as those places are west of the surren­
dered zone.

concensus of opinion that Sagasu
should remain at the helm with the
modified government.
