Abstract
Collection of published documents by various governmental and nongovernmental units
on the development of Northwest Michigan, economically and physically, including
planning documents to anticipate same. Many of the documents contain various
statistical data and maps that informed the developed plans. The bulk of the collection
concerns the City of Traverse City.
History
Collection was organized from various documents retained by the librarians at Traverse
Area District Library over many decades, especially from two collections intended for
public use held at the Library, the Grand Traverse Regional Data Center, and the
Community Planning Information Center, both of which were most active in the 1970s.
Scope and Content Note
Collection contains documents titled variously “Mater Plan” and “Comprehensive Plan,”
but the intention of these documents is the same, to provide an overarching document
that governmental units would follow to best protect and prepare the geographic region
for anticipated growth. This includes the stated goals of the given governmental units,
policies, and specific plans that fit the stated goals.
Many of these documents contain statistical information about the population. Some of
the information came from surveys taken by governmental units, and some from reliable
sources, including the Federal Census records. Statistical information includes the
make-up of the population by gender, age, race, ethnicity, family size, financial
resources, and more, as well as local economic statistics including number and size of
businesses, types of industry, and financial resources.
The document titled “Community Forums, Traverse City, Michigan, Spring 1975” may
be of particular interest to researchers looking for information reported directly by
residents and business persons, rather than accumulated statistical data. A series of
five forums were held, in response to a survey done in 1974 titled “Traverse City
Community Life Survey,” in which residents outlined what they think about the city,
issues they think the City should be concerned about, and how they want to play a role
in the City governement’s decision making. In the five forums, various Traverse City
residents were invited to offer their opinions on topics such as growth, change,
character of the City, land use, community resources and facilities, transportation, and
inter-governmental cooperation.
The document titled “Preliminary: Community Facilities Report on Traverse City
Traverse Area District Library, Woodmere

Comprehensive Plan,” August 1976, includes specific information about the
infrastructure of the City. This includes detailed reports and maps on the water supply
system, sanitary sewer system, storm drainage, solid waste disposal, fire protection,
police protection, and medical facilities.
The documents titled “Traverse City Study for Selected Areas” will be the documents
with the most concentrated statistical data. In a given year, the Grand Traverse
Regional Data Center chose very speicifc neighborhoods to canvas, which included a
surveying a sample of residents, and taking a housing and industrial establisment count.
The appendices contain profiles generated for each section or neighborhood canvased.
The document titled “West Bay Waterfront Park Plan” is an implementation plan for the
City master plan relative to the West Bay Waterfront. Based on a map found in the
doument, this area covers the the waterfront on West Bay north of Grandview Parkway,
from the section where the Marina and Clinch Park Zoo (now the Bijou by the By
Theater) are, encompassing the Open Space but disregarding the Traverse City Light &
Power Plant, to the West End Park, or about one mile of the waterfront. The plans
called for very specific improvements to be made to enhance the recreational use of the
area, including adding a continuous bike trail, walking and biking bridges, restoration of
lost beach areas, pedestrian crossings, parking lots, and shoreline stabilization.
