Abstract
Collection of aerial photographs (most 9” x 9”) of the Northwest Michigan Development
District, including Emmet, Charlevoix, Antrim, Leelanau, Benzie, Grand Traverse,
Kalkaska, Manistee, Wexford, and Missaukee counties. Included with the photographs
is a map index, showing where each numbered image corresponds to on a
topographical map. Images were created and maintained by the offices of the Northwest
Michigan Regional Planning and Development Commission, whose purview included
the area designated the Northwest Michigan Development District. The Commission
used them as reference tools for planning various projects. There is also an additional
series of images of aerial photographs of Old Mission Peninsula, taken in 1938.
History
The Northwest Michigan Regional Planning and Development Commission was an
entity concerned with economic development in Northwest Michigan, including the
promotion of business ventures, supporting workforce development, and providing
regional planning services to various levels of government. The Commission worked
closely with what is now the Michigan Economic Development Corporation, and the
Michigan Department of Energy, Labor, & Economic Growth. The Commission
continues to exist, and over time, has become Networks Northwest.
Little historical information about the Commission exists outside of the archives of
Networks Northwest. Several reports written by the Commission are referred to in other
bibliographies of area studies conducted in the region in the 1970s, but copies of the
actual reports are not widely available.

Scope and Content Note
This collection was an unaccessioned legacy collection from the Traverse Area
Historical Society, acquired by the Traverse Area District Library in February 2016. No
donor, provenance or original order information was provided with the collection.
Although individual images were out of numerical order when received, the bulk of
images were in numerical order, so what is believed to be the original order was
restored to improve researcher access.
The Aerial Photographs, 1973 series comprises the bulk of the collection. Images in
series are impossible to use without referencing the enclosed map index, as the
numerical order on the map skips across county lines, and there are gaps between
numbers.
The Old Mission Peninsula, Aerial Photographs series is contained within two
folders. The images are dated 1938, and a stamp on the back shows the images were
originally retrieved from the National Archives. It is unknown if the Northwest Michigan
Regional Planning and Development Commission also used these images in their
planning process, but as the images were stored together with the 1973 images, the
decision was made to keep this series as part of the collection.
