mand of President McKinley

Ambassador Cambon and Secretary Thiebaot drove over to the
White Honae from the French embassy in a heavy rain. Contrary
to all fonner visits, they drove sll tbs way to tbs White House and
alighted in the broad portooacbere. Both were immediately nabared
inside and into the cabinet room where President McKinley, Secre­
tary Day and assistant secretaries Moore, McA'lee and Cridler bad
been awaiting them. There, in the historic cabinet room, the cere­
mony of formally agreeing to and the signing of the protocol of p«me
took place.
The protocol, signed this afternoon, provides:
1. That Spain will relinqoish all claims of sovareignty over and
title to Cuba.
2. That Porto BiOo and other Spanish islands iir the West In­
dies and an island in the Ladronea are to be aelacted by the United
States end shall be ceded to the latter.
3 That the United States wilt occnpy and bold the city, bay
and harbor of Manila, pending the conclnsion of a treaty of peace which
shall determine the control, disposition and goremment of the Philippint's.
4. That Cuba, Porto Rico and other Spanish islands in the
West Indiee shall be immediately evacoated tmd that the commiaeioners to be appointed within ten days shall, within thirty days from
the signing of the protocol, meet in Havana and Saa Juan respect­
ively, to arrange and execute the details of the evacnation.
5. That the United Statea and Spain will each sppmnt not more
than five commissioBers to negotiate and oonelnde the treaty of peace.
The commiesflners are to meet at Paris not later than the 1st of
October.
