Washington, July 5.—[Special.]—There will be no bom
bardment of Santiago today and possibly hot during the
present week. This is the opinion of a member of the cabi
net. Secretary Alger and Secretary Long have been in
almost constant communication with General Shafter and
Admiral Saihpson, and the conclusion has been reached that
it would not be adnsable to attempt to carr>’ the city bf San
tiago by storm with our present forces. General Shafter. in
a dispatch received last night, confirmed the report that
General Pando. with about 6.000 Spaniards, had arrived in
the city. This reinforcement mjikes the Spanish forces
defending the city from 16.000 to 18.000. The very great
advantage of being entrenched makes their force from a
third to a half greater than our own. Orders were also
given looking to immediate dispatch of troop ships from
Tampa with reinforcements for Shafter,. and the others now
off Santiago will be brought back to United States ports at
the earliest possible moment to aid in the transportation of
reinforcements. It is-probable that at least 15.000 will be
sent forward.
Thus augmented there seems to be no doubt that the
forces under General Shafter will be able to storm aud Uke
thes:ity without delay. The orders under which both the
army and na\’y- are now operating give the commanders a
wide descretion. The arrival at Santiago of General Pando
with reinforcements for Linares occasioned some comment
on the course of General Garcia and his Cuban troops in not
holding Pando back, particularly in view of the fact that
General Lawton’s brigade was cooperating with Garcia; but
it is believed the latter left Lawton in an embarras^d posi
tion
The number of killed and wounded for the weekreaches
tonight to.about 1.800. No effort is apparently being made
by our officers to expediate the listing of casualities and not
one fifth of the toul names are known even to commanding
officers. Already 800 cases have been handled at the hospi
tals here because of the overflow from the hospitals at the
front. All wounded are reco\'ering.
A total of 290 prisioners were captured in the battle At
Caney 00 Friday, of whom 45
regular Spanish soldiers
in uniform, two officers and the remainder armed residents
of the town. Nine wounded men were left in the block
houses attended by a native physcian. The other prisoners
were brought to Juragua today in charge of Capuin Me
Arthur and two companies of the Thirty-third Michigan regi
ment, and camped along the railroad. The Cubans followed
them in great crowds and hurled epithets at the frightened
captives. All the soldiers belonged to the twenty-n^h
Spanish regulars und expected to be killed.
CERVERA'S BOLD DASH FROM THE HARbOR.
Off Santiago de Cuba, via Kingston, July 5.—[Special. 1—
Thfe first and only sUtement concerning the recent naval
battle, made by the Spanish commander, Admiral Cervera,

was to a correspondent on board the Iowa. It was
as follows:
“I would rather lose my ships at-sea, like a* sailor. '
that harbor. It was the only thing left for me te do.’
By order of the president the Spanish prisoners have
been granted permission to cable their families. Admiral
Cervera wls the first to avail himself of the privilege and
sent long messages saying his wound was not serious and
that he was well treated.
STORM DETERS OPERATIONS AT SANTIAGO.
New York. July’s—(Special)—The Journal's Washington
special states that reports from General Shafter today say
- that a terrific tropical storm has caused the surf to run so
high that it will be impossible to land troops fropi the trans
ports or for Admiral Sampson to enter the harbor at Santiago
until it subsides.
SAMPSON WIU FORCE A PASSAGE INTO THE BAY.
Washington. July 5.—(Special.)—In the opinion of the
best informed war officials, General Shafter and Admiral
Sampson, who have been directed to co-operate in the general attack upon Santiago, will pcrf«^ a plan of^ction ^^ainst

immediately, perhaps today, attack the fortifications
at the entrance of the harbor ahd force bis way into the bay
of Santiago. Once there he will be able to command the
city absolutely
Rumors were current at the war d cpartment this afterneoa that Sampson’s fleet had already entered the harbor.
This could not be confirmed in any of the official quarters.
*Ooe report was that the signal officer had so reported to
General Greely, but the later said he had received nothing
of that natufe.

Washington, July 5.—[Special.]—There will be no bom
bardment of Santiago today and possibly hot during the
present week. This is the opinion of a member of the cabi
net. Secretary Alger and Secretary Long have been in
almost constant communication with General Shafter and
Admiral Saihpson, and the conclusion has been reached that
it would not be adnsable to attempt to carr>’ the city bf San
tiago by storm with our present forces. General Shafter. in
a dispatch received last night, confirmed the report that
General Pando. with about 6.000 Spaniards, had arrived in
the city. This reinforcement mjikes the Spanish forces
defending the city from 16.000 to 18.000. The very great
advantage of being entrenched makes their force from a
third to a half greater than our own. Orders were also
given looking to immediate dispatch of troop ships from
Tampa with reinforcements for Shafter,. and the others now
off Santiago will be brought back to United States ports at
the earliest possible moment to aid in the transportation of
reinforcements. It is-probable that at least 15.000 will be
sent forward.
Thus augmented there seems to be no doubt that the
forces under General Shafter will be able to storm aud Uke
thes:ity without delay. The orders under which both the
army and na\’y- are now operating give the commanders a
wide descretion. The arrival at Santiago of General Pando
with reinforcements for Linares occasioned some comment
on the course of General Garcia and his Cuban troops in not
holding Pando back, particularly in view of the fact that
General Lawton’s brigade was cooperating with Garcia; but
it is believed the latter left Lawton in an embarras^d posi
tion
The number of killed and wounded for the weekreaches
tonight to.about 1.800. No effort is apparently being made
by our officers to expediate the listing of casualities and not
one fifth of the toul names are known even to commanding
officers. Already 800 cases have been handled at the hospi
tals here because of the overflow from the hospitals at the
front. All wounded are reco\'ering.
A total of 290 prisioners were captured in the battle At
Caney 00 Friday, of whom 45
regular Spanish soldiers
in uniform, two officers and the remainder armed residents
of the town. Nine wounded men were left in the block
houses attended by a native physcian. The other prisoners
were brought to Juragua today in charge of Capuin Me
Arthur and two companies of the Thirty-third Michigan regi
ment, and camped along the railroad. The Cubans followed
them in great crowds and hurled epithets at the frightened
captives. All the soldiers belonged to the twenty-n^h
Spanish regulars und expected to be killed.
CERVERA'S BOLD DASH FROM THE HARbOR.
Off Santiago de Cuba, via Kingston, July 5.—[Special. 1—
Thfe first and only sUtement concerning the recent naval
battle, made by the Spanish commander, Admiral Cervera,

was to a correspondent on board the Iowa. It was
as follows:
“I would rather lose my ships at-sea, like a* sailor. '
that harbor. It was the only thing left for me te do.’
By order of the president the Spanish prisoners have
been granted permission to cable their families. Admiral
Cervera wls the first to avail himself of the privilege and
sent long messages saying his wound was not serious and
that he was well treated.
STORM DETERS OPERATIONS AT SANTIAGO.
New York. July’s—(Special)—The Journal's Washington
special states that reports from General Shafter today say
- that a terrific tropical storm has caused the surf to run so
high that it will be impossible to land troops fropi the trans
ports or for Admiral Sampson to enter the harbor at Santiago
until it subsides.
SAMPSON WIU FORCE A PASSAGE INTO THE BAY.
Washington. July 5.—(Special.)—In the opinion of the
best informed war officials, General Shafter and Admiral
Sampson, who have been directed to co-operate in the general attack upon Santiago, will pcrf«^ a plan of^ction ^^ainst
